Chief Justice, or CJ, is the leader of the Lawbots. You need Jury Notices and a Lawbot Suit in order to face the Chief Justice. Upon defeating the Chief Justice, you will get a one cog summon. The cog selection varies with along with cog, building, or an invasion. This can be used once hust like the SOS Cards, Unites, and Pink Slips.
